Urong-Sulong Mandaluyong: Brgy. Plainview Disaster and Risks Preparations

     13 December 2019 - The scheduled date of my interview about disaster preparations and anticipations within the barangay, I was accompanied by one of the Kagawad who assisted and helped us throughout the interview and the community walk, Ms. Ma. Natasia Ysobel Bernardo-Din.      


Going there my task is to be informed and be knowledgeable about the preparation that our community is well prepared for in case of natural calamities and how do they anticipate or prepare for such, and I wasn't disappointed with the answers given to me. 



Hazard Identification



  1. Abot baywang na pagbaha  
  • Noong taong 2009 sa paghagupit ng Bagyong Ondoy inabot ng abot baywang na baha ang mga bahagi ng aming Barangay lalo na and Sto. Rosario. St., Lourdes, Sto. Nino, Maysilo Circle
  • Noong 2012 sa walang tigil na ulan dulot ng Habagat, nagkaroon din ng mataas na pagbaha sa ilang bahgi ng aming Barangay gaya ng Sto. Rosario St., Lourdes, Sto. Nino, Maysilo Circle
  • 2015 nagkaroon ng Sunog sa Sto. Rosario St. na naka-apekto sa 41 families
  1. Iba pang mga panganib – wala pa namang ibang matinding panganib na nangyari sa aming Barangay maliban sa mga nabanggit sa itaas.
  2. Sa pakikipag ugnayan sa City Disaster Risk Reduction Management Office, Mga anunsyo sa telebisyon at radio. Lahat po ng mga anunsyong natatanggap naming ay ipinaparating sa aming mga nasasakupan sa pamamagitan ng Early Warning System, Pag ba-barker, mga Information Education Material at sa Facebook page ng aming Baranagay.
  3. Bihira lamang nangyayari ang mga sakuna at naagapan naman ito. 

Vulnerability, Elements, and People at Risk Assessment


  1. Sa lindol pinaka maapektuhan ang kahabaan ng Boni Avenue sapagkat madaming mga matataas na istrukturang nakatayo dito.
  2. Sa Sunog, ang mga depressed areas tulad ng Sto. Rosario, San Miguel St, Sto. Rosario Ext., Kislap St, Florante Dulo, Kayumanggi St. sapagkat dikit-dikit ang mga kabahayan dito at ang iba ay gawa lamang sa mga light materials.
  3. Sa baha naman ay Sto. Rosario. St., Lourdes, Sto. Nino, Maysilo Circle, Malaya Ibaba sapagkat ito ang mga mabababang bahagi ng aming Barangay.
  4. An gaming mga nasasakupan sa mga depressed areas ang lubos na mapipinsala ng mga bantang panganib na dulot ng tao o ng kalikasan. Nasa mababang lugar sila, dikit-dikit ang tahanan, gawa lamang sa light materials ang mga kabahayan. Ang mga matatanda at bata ang lubos na maapektuhan.
  5. Malaking pinsala ang maidudulot ng mga sakuna sa kahit saang komunidad. Ngunit kung may tamang paghahanda at kaalaman maaring mabawasan ang panganib at pinsala.
  6. Pinaka ligta na lugar ang mga itinakdang evacuation center sa bawat uri ng sakuna.

  1. Suliranin at problema 
  • Ang hindi pakikilahok ng iba sa aming mga nasasakupan sa mga forums at seminars na ginagawa ng Barangay tunkol sa pagpapalaganap ng kaalaman sa mga sakuna
  • Kakulangan sa pondo upang maka-bili ng sarili naming Fire Truck sa Barangay
  • Kakulangan ng mga trained responders at rescuers sa aming Barangay sapagkat 30,050 ang kabuuang populasyon sa Barangay

Capacity and Disaster Management Assessment

Mga ginagawa ng pamayanan at barangay

  1. Pagpapalaganap ng mga Information Education and Communication Materials sa bawat bantang panganib
  2. Awareness Seminars sa ibat-ibang sekton ng komunidad tulad ng mga mag-aaral at PTA, youth organizations, homeowners associations, barangay personnel, tanod, kababaihan
  3. Early Warning System o pagbibigay babala sa tuwing may mangayring sakuna
  4. Capacity Building for the Barangay Disaster Risk Reduction Management Council members
  5. Paglalatag ng disaster manangement plan at contingency plan
  6. Pagbibigay ng go bags at hard hats sa mga mag-aaral sa aming elementary school.
  7. Pag bili ng mga disaster management equipment para sa Barangay
  8. Pagkakaroon ng Memorandum of Agreement sa mga pangunahing istruktura at serbisyong kakailanganin sa oras ng sakuna
  9. Pagkakaroon ng regular na meeting ang BDRRMC members
  10. Pagsasagawa ng regular na earthquake at fire drills

Due to past disasters and events, the barangay has now gained information about the effects of what these disasters could do if not attended. Therefore, they had to inform themselves of the proper way of dealing with these risks and aware of the community to lessen disastrous events that may happen in the future and created a team that would secure the citizen from such disasters.

HAZARDOUS PLACES






     Some of the common problems that make a certain area hazardous are the joint and knotted electrical wires, these could be the catalysts for fire, and some places are filled with garbage that is not yet cleaned up like the river.


SAFEST PLACES





     This is a picture of the gymnasium but is currently being renovated to build the foundation much stronger, after the renovation, it is expected to cater more mandaleños in case of calamities or disasters. 

BEST PRACTICES












     The best practice here in Mandaluyong is our ban of two men riding a motorcycle because it lessened the crime rate of riding in tandems of the area. Furthermore, part of the best practice here in our barangay since a barangay in Mandaluyong is really wide the mandaleños help each other in case of calamities and disasters since they have established a bond due to the congestion that is quite rampant here in Mandaluyong.


EVALUATION


     After the Interview with the officials, I could now say that I've reached my goal to be informed about our community disaster and risks preparation, I am now knowledgeable of the hazardous places, what has the barangay officials done in order to lessen disastrously events and especially I am much aware of the places that are safe and where to go in case of natural calamities. 
     
     The major issue here in the city of Mandaluyong is the flood, and this is no secret, we all know that these are the cause of the clogged drainage and poor drainage system due to the poor knowledge of the people and the waste products. The best way in my opinion to address this issue is to pursue a combined approach from professionals and from the Mandaleños because this is our city and we should care about our country and speaking of the care to our country, the flood is really a big issue especially around here in Metro Manila, and it's not limited here since even the furthest provinces are affected due to typhoon. It is a reason that is rooted in deforestation, improper disposal of garbage that clogs our drainage system and pollutes our land, ocean, and air or in other words our lack of knowledge. 
     After this interview, I have learned a lot that we must care not only in our city but in our country, our world. As I have learned during the past modules, we cause these natural disasters and there is no need to find a new planet but to enjoy, give care and protect our planet. It is necessary to protect and preserve our country because there would be more generations that would like and love to see the beauty of this world and in fact, the poor management of our world results from too devastating catastrophes that we humans were the cause. In order to address such an issue, we must first accept that we are the ones who destroy this world and our leaders must create an agreement that would preserve and help humanity in the present generation till the succeeding generations to come. 

     At this point in time, age is no reason to be excused from doing nothing to save the world. At a young age, there are a lot of things we could do due to the emerging of new and developed technology, and this is one of the things that I wish to do. Let us keep on striving to pursue what is good just by sharing random social media videos that awake the people because there could be not enough time in order to awake their minds of what is really happening. 

To conclude, as simple knowledge from our own community could rise up and create something better for our country to our world. We could take this thing step by step.
